Think Green1HERO- The HERO Financing Program, which is the largest energy efficient financing program in the nation, is now available to homeowners in (City). The HERO Program is a local municipality sponsored program which empowers homeowners to make their homes more energy efficient by providing low-cost, tax deductible financing for a wide range of home improvement projects. 

More than 150,000 products for energy and water efficient improvements are available to property owners through the HERO Program. Among the most popular upgrade projects are whole-home heating and cooling (HVAC), solar power panel installations, energy-saving windows, roofing and insulation. Property owners are able to borrow up to 15% of the property value and repay the loan over 5, 10, 15 or 20 years through an assessment on their property tax bill. The HERO Program is different from traditional consumer financing because approvals are based primarily on the amount of equity a homeowner has in their home, not on household income or FICO scores.

Hazardous Waste/E-Waste Disposal
Sponsored jointly by the Los Angeles County Sanitation Districts and the Department of Public Works. The Household Hazardous Waste (HHW) Collection Program gives Los Angeles County residents a legal and cost free way to dispose of unwanted household chemicals that cannot be disposed of in the regular trash.

  • Motor Oil, Antifreeze, Paint, Paint Thinner.
  • Turpentine, Cleaners with Acids or Lye.
  • Pesticides and Herbicides.
  • Household and Car Batteries.
  • Old Computers and Television Sets.
  • Sharps or Used Needles.

  • Explosives, Ammunition or Radioactive materials.
  • Waste from Businesses will NOT be accepted.

Household Battery Disposal
Batteries are considered hazardous waste in California  when they are discarded. This includes AAA, AA, C, D, button cell, 9-volt and all other batteries, both rechargeable and single-use. All batteries must be recycled or taken to a household hazardous waste disposal facility, a universal waste handler (e.g., storage facility or broker), or an authorized recycling facility.

Construction/Demolition Debris Ordinance

The purpose of this article is to reduce the amount of waste from construction and demolition projects in the City of San Marino that is disposed of in landfills by requiring "covered haulers" and applicants for every "covered project" to divert a minimum of fifty percent (50%), by weight, of the construction and demolition debris generated or received. The creation of this compliance program is necessary to secure compliance with the state mandated diversion requirements established by the California integrated waste management act of 1989, as amended. What is AB 341? 
In October 2011, Governor Brown signed Assembly Bill 341 (AB341) into law, setting a 75% recycling goal for California by Year 2020. The Assembly Bill is expected to create new green jobs by expanding upon the existing recycling infrastructure. This landmark piece of legislation requires expansion of recycling services to all commercial and public entities that generate 4 or more cubic yards of solid waste per week, and for those multifamily dwellings of 5 or more units. Recycling services must be arranged by and following July 1, 2012. 

Is my business AB 341 compliant? 
Yes! If you are serviced by Athens Services you are compliant with AB 341 requirements. Athens Services is working with the cities they service to ensure compliance. 

Who is affected? 
ALL California Business, Commercial or Public Entities who generate 4 or more cubic yards of solid waste per week, and/or Multifamily Family Dwellings of 5 or more units. The recycling mandate included schools, events, malls, airports, municipal entities, and temporary services that generate 4 or more cubic yards of solid waste per week. Industrial waste is excluded.
What is the compliance deadline? 
By and Following July 1, 2012. State Agency, Cal Recycle has not yet published enforcement strategies per local municipalities.

Is Athens Services “certified” AB 341 compliant? 
Currently neither the Jurisdictions nor the State have created an AB 341 “certification.” Although, “certification” does not exist at this time, Athens Services pledges that they are in full compliance with the requirements of Assembly Bill 341.We are an original sponsor of the bill and are closely involved in all Jurisdiction decisions which will be promptly communicated to our clients. 

What are the benefits to “mixed waste processing?” 
By participating in a mixed waste processing program, clients can look forward to the following benefits: 
  • Fewer Containers! Extra space for additional bins is not required
  •  Cost Savings! Fewer bins equal less pickups, routes, trucks, and equipment
  • Additional large trucks prove to be unsightly, noisy, cause potential road damage and increase traffic
  • Less vehicles on the road and decreased environmental impact
  • Less management of recycling program and participation rate
  • Less time continually training staff, maintenance, and/or tenants (especially for business with high turnover  rates)     
  • Less scavenging issues, littler, and safety liabilities
  • Don’t have to worry about separating your recyclables onsite or potential recycling contamination
Is “mixed waste processing” comparable to source separation? 
Yes, Athens Services provides mixed waste processing that yields comparable diversion results and is in full compliance with AB 341. To read how CalRecycle defines comparable please see their FAQs
As a business what do I need to do to prepare? 
If your business is contracted with Athens Services there is no preparation necessary. The contents of Athens Services’ bins are processed at their mixed waste processing facility. There is no additional preparation, training, or paperwork to complete. Athens Services does the job for you! 

Is my business required to divert 75% of its waste? 
“AB 341 does not mandate a diversion goal for businesses - it simply requires that they implement a commercial recycling program.” (CalRecycle, AB 341 FAQs) The 75% statewide recycling goal is not written as a mandate for either the jurisdiction or business 

As a resident, does AB 341 affect me? 
No, residents are not affected by AB 341 only business or multifamily units of 5 or more units. Also see question: “Who is affected?”

Fats, Oils and Grease Ordinance

14.15.01: DEFINITIONS: 
The following words and phrases, when used in this article, shall have the following meanings respectively ascribed to them in this section: 

AUTHORIZED ENFORCEMENT OFFICER: The director of planning and building or his or her designee. 

FOG DISPOSAL SYSTEM: A plumbing appurtenance or appliance that is installed in a sanitary drainage system to intercept fats, oils and greases from a wastewater discharge, including a gravity grease interceptor or hydromechanical grease interceptor. 

FATS, OILS AND GREASES OR FOG: Nonpetroleum organic polar compounds derived from animal and/or plant sources that contain multiple carbon chain triglyceride molecules. The substances are detectable and measurable using analytical procedures established in part 136 of title 40 of the United States code of federal regulations, as may be amended from time to time. 

FOOD SERVICE ESTABLISHMENT: A facility engaged in preparing food for consumption by the public such as a restaurant, bakery, commercial kitchen, caterer, hotel, school, religious institution, hospital, prison, correctional facility, or care institution. 

GRAVITY GREASE INTERCEPTOR: A plumbing appurtenance or appliance that is installed in a sanitary drainage system to intercept fats, oils and greases from a wastewater discharge and is identified by volume, thirty (30) minute retention time, baffle(s), a minimum of two (2) compartments, a minimum total volume of seven hundred fifty (750) gallons, and gravity separation. 

GREASE REMOVAL DEVICE: Any hydromechanical grease interceptor that automatically and mechanically removes fats, oils and greases from the interceptor, the control of which is either automatic or manually initiated. 

HYDROMECHANICAL GREASE INTERCEPTOR: A plumbing appurtenance or appliance that is installed in a sanitary drainage system to intercept fats, oils and greases from a wastewater discharge and is identified by flow rate and separation and retention efficiency. The design incorporates air entrainment, hydromechanical separation, interior baffling, and/or barriers in combination or separately, and one of the following: 
A. External flow control, with air intake (vent): Directly connected. 
B. External flow control, without air intake (vent): Directly connected. 
C. Without external flow control: Directly connected. 
D. Without external flow control: Indirectly connected. (Ord. 0-09-1213, 4-24-2009) 
Wastewater discharge originating at food service establishments from fixtures and equipment which may contain fats, oils and greases, including, but not limited to, scullery sinks, pot and pan sinks, soup kettles, automatic vent cleaning devices, and floor drains located in areas where FOG containing materials may exist, shall be drained into the sanitary waste system only through a FOG disposal system. Multiple FOG disposal systems may be required to satisfy the requirements of this section. The authorized enforcement officer may waive this requirement for specific fixtures upon determination that compliance may create a health hazard and/or be impeded by a physical constraint that is impractical to overcome when retrofitting an existing facility. (Ord. 0-09-1213, 4-24-2009) 
FOG disposal systems shall be installed in areas that are at all times easily accessible for inspection, cleaning, maintenance, and removal of the recovered fats, oils and greases in a manner that does not require entry into a food or utensil handling area as follows: 
A. Hydromechanical grease interceptors shall not be installed in a food or utensil handling area unless specifically approved by the authorized enforcement officer. Plumbing fixtures and equipment connected to such device shall be provided with an approved type of flow control so that the total flow through the device or devices shall not be greater than the rated flow of the FOG disposal system. 
B. Grease removal devices shall be installed as provided for hydromechanical grease interceptors in subsection A of this section with the additional provision that the storage of removed fats, oils and greases also be outside food and utensil handling areas in a secure location that protects against the accidental spill of grease into floor drains, parking lots, catch basins, storm drains, sidewalks, streets, or gutters and is protected from inundation by stormwater flows. 
C. Gravity grease interceptors shall be installed outside of the structure containing the kitchen, food or utensil handling area(s) in a location affording ease of inspection, maintenance and servicing without entry to the structure unless otherwise approved by the director and the health officer. Such devices shall be designed and sized to retain fats, oils and greases until accumulations can be removed by pumping the interceptor. When so required by the authorized enforcement officer, gravity grease interceptors shall be equipped with an approved sample box. (Ord. 0-09-1213, 4-24-2009) 
Existing FOG disposal systems may remain in service provided such systems are properly maintained to effectively reduce FOG discharges, are operating within original design parameters, and have not been altered in a manner not approved by the authorized enforcement officer. Such authorization does not preclude the authorized enforcement officer from establishing discharge limitations which may require the modification, enlargement, addition or replacement of a FOG disposal system to protect the sanitary sewer system from blockages or overflows. (Ord. 0-09-1213, 4-24-2009) 
No person shall place, throw, discharge or deposit, or cause or permit to be placed, thrown, discharged or deposited in any public sewer or main line sewer any water or sewage, or liquid waste of any kind containing fats, oils and greases which clog, obstruct or fill the same, or which may in any way damage or interfere with or prevent the effective use thereof, or which may necessitate or require frequent repair, cleaning out or flushing of such sewer to render the same operative. (Ord. 0-09-1213, 4-24-2009)

Southern California residents and gardeners/maintenance professionals are encouraged to help reduce air pollution and save money by exchanging a working gasoline-powered leaf leaf blower for a low decibel rated replacement leaf blower and a working gasoline-powered lawn mower for a new battery-electric model.


F. Portable Engine Or Motor Powered Blowers:

1. Definition: For the purposes of this subsection, a "portable blower" shall mean any mechanically powered device, regardless of the source of power, which is not stationary and used for the purpose of blowing leaves, dirt or other debris off sidewalks, driveways, lawns or other surfaces. 

2. Permitted Hours Of Use: No portable blower shall be used within the city except during the following hours: 

Monday through Friday 
8:00 A.M. to 5:00 P.M. 
9:00 A.M. to 4:00 P.M. 

3. Number Of Permitted Portable Blowers: 

a. No more than one portable blower shall be used in operation at a given time on any parcel in area districts III, IV, V, VI, VII of the R-1 zones. 

b. No more than two (2) portable blowers shall be used in operation at a given time on any parcel in area districts I, IE and II of the R-1 zones. 

4. Extension Nozzle Required: No portable blower shall be operated in the city unless it is equipped with an extension nozzle at least three feet (3') in length. The extension shall be used at all times the portable blower is in operation.

5. Prohibited Acts: 

a. No portable blower shall be operated in a manner which will permit leaves, dust or debris to be blown onto neighboring property. 

b. No portable blower shall be operated in a manner which will permit leaves, dust or debris to be blown onto public streets or alleyways. 

6. Portable Blower Registration: 

a. Commencing January 1, 2010, a person under whose business license a portable blower is operated shall, at the time a business license is obtained or renewed, register each leaf blower with the city by providing the serial number of each blower. 

b. The city shall not register a portable leaf blower unless the portable leaf blower has been certified by the manufacturer as being incapable of producing sound exceeding sixty five (65) decibels (dBA). 

c. Verification of the decibel level rating shall be indicated on the portable blower's manufacturer label. Should the portable blower not have a label, the business license holder shall provide written proof that the portable blower is incapable of producing sound exceeding sixty five (65) decibels (dBA), or provide the portable blower to the city for testing by the city without charge to the business license holder.

d. Each person under whose business license a portable blower is operated shall attend a course of instruction approved by the city manager on the proper use of portable blowers. 

7. Violation: Violations of this subsection F may be enforced as provided in chapter I, article 06 of this code or section 14.04.14 of this article. (Ord. 0-08-1207, 11-12-2008) 

G. Operation Of Gasoline Powered Gardening Equipment: 

1. Permitted Hours Of Operation: It shall be unlawful for any person to operate any gas powered gardening equipment before eight o'clock (8:00) A.M. or after nine o'clock (9:00) P.M., Monday through Saturday, or before nine o'clock (9:00) A.M. or after eight o'clock (8:00) P.M. on Sunday. 

2. Violation: Any person, firm or corporation violating any of the provisions of this subsection G shall be subject to an administrative citation pursuant to chapter I, article 06 of this code. (Ord. 0-09-1222, 11-12-2009)

A free compost giveaway self-serve event will be held on Saturday, April 29th from 9 a.m. until 12 p.m at Lacy Park in the west end parking lot. Bring your own sturdy containers.
